Nintendo Switch USB Joy-Con grip not detected as Joy-Cons in SteamOS

Steam detects a fully populated Joy-Con grip appropriately under Windows as Joy-Cons, but under SteamOS they are detected as a pair of generic controllers. These cannot be combined and are not set up correctly (analog doesn't work, and buttons are mapped bizzarely).
