I run:
composer create-project Vardot/vardoc-project:^8.2.2 vardoc --no-dev --no-interaction
and after time I've got:

• Installing easyrdf/easyrdf (0.9.1): Loading from cache

• Installing drupal/core (8.6.3): Loading from cache
• Applying patches for drupal/core
