Add option for creating local UPM package in custom directory

Adding the ability to provide a custom directory where the package will be created allows easier creation of UPM packages for e.g. GitHub repositories after the repository files have been cloned to a directory chosen by the user.

Immediately after creating a remote package, it would then be linked via UPM as a local package (optional).
