UserFlag.InfractionExemption only applies to staff

Currently, the InfractionExemption flag only applies to staff, as it's bitwise OR'd to the flag, making anyone who gets cached as staff or "escalated staff" to inherit this blanket of exemption, though a list of roles should allowed to be configured to also cache during startup and in the event handlers regarding role additions and removals, and handled in the same manner staff are.
