Global exception handler needs to be overhauled

Strip the current exception handler
Check exception message
Send help message for insufficient parameters
Log non-command related exceptions
Log unmatched command exceptions
~~Log to user if unmatched~~
Give meaningful message regarding what went wrong

I'd like to note that this will actually be pushed to 1.4, hence the lack of the 1.5 milestone
