DICOM files not processed correctly

The dcmjs library does't seems to process correctly :
- invalid time fields, such as
104502.736000-0500(see DICOM definition) - some multiframe files (difficult to identify the exact pattern which triggers the error)

After the fixes above all the images received hav e been processed correctly.
