Add new menu to all pages

In order to make the website easier to navigate, I believe I should create (at least on mobile), the normal top bar menu with the hamburger menu with a dropdown that has options for navigation.
The bar should appear at the top of all pages, should disappear when swiping down, and reappear when swiping up.
It should have the name of the site on the bar?
