Exceptions when opening a meeting should be more helpful, or not thrown at all

VoteIT behaves a bit too harsh when users use links in a way that's not allowed.

• Any kind of ticket, consume password etc for someone who has already access, should simply redirect to meeting
• Using the request access form with someone who already has access should simply redirect
