Provide a way for both the outbound and inbound endpoints in a WebRTC application to have the same broadcast selections

As a WebRTC enhancement, it would be great for the application developer to have a way to specify that both the outbound and inbound endpoints in a WebRTC application have the same broadcast selections. For example, both have audio/video or both have audio only broadcast settings.
