While crawling Priority Hints, the following links to other specifications were detected as pointing to non-existing anchors, which should be fixed:
- https://fetch.spec.whatwg.org/#destination
- https://html.spec.whatwg.org/multipage/semantics.html#create-a-link-element-request

@pmeenan - should we fix these refs? Or do we expect the HTML parts to land soonish and for this definition to go away?

Should be fixed now. I'm hoping the HTML parts land soonish but given how long it took me to clean up the fetch parts and get them merged, better to be safe.
