Is there a reason why the PST crypto uses version -07 of the CFRG hash-to-curve specification? That document is with the RFC editor right now and will soon be RFC. I would strongly suggest not shipping something that's pre-draft when the final version is right around the corner.

ISSUER_PROTOCOL.md is outdated, as part of #230 we're moving pointers from the bikeshed specification to VOPRF draft 21. I've added a note to ISSUER_PROTOCOL for know to direct people to the draft. See #235 for our approach to cutting a future standardized version as we get ecosystem feedback as folks test and use the current version.
