How to get access to Private State Token? github PR or Google Form

We are planning to request access to the Private State Token. I saw two different documentation on getting access.

1. Using Github PR in this repo
2. Using Google form https://docs.google.com/forms/d/e/1FAIpQLSehzvBN65Tce--ryGhyHuY0fqfAId2Q6fMbUh4KHZhheFjqMw/viewform

Which one is preferred way to get access to Private State Token? Appreciate your clarification.

If you could let us know what documentation pointed you to those links, we can try to update them.

For Chrome, you'll need to register as an issuer via the process/issue described in https://github.com/GoogleChrome/private-tokens
