Increasing the number of bits of modeling signals from 12 bits to 30 bits

Background :
The several tests that have been conducted in H1 2024 by Criteo have proved that the performance (visits/sales for the advertiser, revenue for the publisher) delivered to the ecosystem was negatively impacted by several constraints imposed by the privacy sandbox, among which the # of bits available to encode data into the Modeling Signals. We tested offline that increasing the bits limitation to 30 would help reducing the revenue drop of the publishers
