Describe the Bug
Previously, SSID can be set to maintenance mode by placing maintenance.txt in /tmp folder. This is now not functional.
To Reproduce
Steps to reproduce the behavior:
Place empty maintenance.txt file in /tmp on production.
No maintenance page is shown.
Expected Behavior
Maintainance page to be shown when the above steps are done.

Acceptance Criteria
A way to set SSID into maintenance mode, or an alternative fallback server.
