Send to graphite the metrics with job counts in the central queue

The server now periodically collects job counts per requirement type (Ncpus, Ngpus, memory, disk)

It will be nice to store this information in graphite to be able to graph it versus time.

Code needs to be added to the server to send these job counts per req type to graphite.
