oxidation_states module missing from docs

This page on readthedocs is blank, but there are docstrings in the oxidation_states module. Probably some sphinx thing is not configured properly.

From the build logs it looks like another issue with mocking pymatgen modules: https://readthedocs.org/projects/smact/builds/18190201/

Have tried mocking pymatgen.core and pymatgen.core.periodic_table but still hitting similar issues: https://readthedocs.org/projects/smact/builds/18212344/

@ajjackson has successfully fixed this type of thing in the past - any ideas?

@dandavies99 On the branch that you created for the oxidation_states module, the readthedocs page is no longer blank.
