Azure Docs Possible Missing Instruction

I generally avoid Azure at all costs, so I don't know if this is because I use email aliases on multiple domains or if something changed since the Azure documentation was published.

After clicking "save connection settings", granting permissions, and copying the authentication, I went back into the registered Azure app and clicked "API permissions." I clicked the 3 dot button on the left and confirmed each permission created during authentication. This moved them into "Configured Permissions." The test email succeeded only after I manually confirmed the permissions.
