Frost Nova breaking on cast

Frost Nova is now breaking instantly on cast about 1/4 of the time, and it doesn't seem to be breaking on any kind of damage. When you look at the combat log, you can see it just broke from nothing, like you see the damage from the spell, then the spell effect applied, then it breaks. However, I wonder if it's somehow breaking on its own damage.

This bug was not present when the server launched.
