Re-enable libLTO build

#157 disabled the build of libLTO because the version of ld64 on the mac bot can't run tip of tree libLTO. Once the toolchain is upgraded we should re-enable it.

I think this is now fixed, but I also don't know of any reason we should build libLTO since emsdk users won't really have any use for it. Maybe we could update the comment though.
