Reordering sections in entity view

When you edit the section weight to reorder the sections in a view, it does not work quite right.
There is a difference by -1 with the place.
Example: There are 3 sections and you want to reorder the first section(weight 1) after the last section (weight 3). But if you type weight 3 as the new weight for the section, you will get the second place, which is not correct
