No Fedora messages bein generated for plural translations

Describe the bug
Fedora messages are not being generated for plural string updates.
To Reproduce
Steps to reproduce the behavior:
- Go to 'Project' -> 'Component' -> 'Source-Language'
- Upload a plural string
- Go to 'Project' -> 'Component' -> 'Translated-Language' -> 'Translate'.
- Add a plural translation
Expected behavior
A Fedora message is sent out with the updated plural translation.

I think the messages are generated, but are discarded somewhere because plurals are separated by control chars.

I think I've just fixed this. Please note that this will change payload of the messages wherever string (source or translation) is it will now be sent as an array instead of a string.
