Improvement description

Reduce the flash loan fees by 2x to increase flash loan and thus trading volume
Assuming 0.3% Swap fees across all pools, this would reduce total arb fees by 20% on a 2-hop, 14% on a 3-hop, 11% on a 4-hop.
