Contribution to existing Open Source Projects

As we're discussing open sourcing code developed within the agencies, the thought of government funded personnel contributing to existing OS projects comes to mind.

This seems like a valuable area to concentrate some effort, as there are many open source libraries already in use within the government.

In addition to open sourcing additional work, perhaps projects that already heavily leverage open source solutions could spend time contributing to the libraries they already use. By contributing back to the community projects can ensure their unique needs are met.

With this in mind and since there is still ambiguity around the 20% factor, perhaps this can calculate into the government contribution.
