[Suggestion] Add a blacklist system for the public home

As the title says, some players want to make their teleport points public but don't want specific individuals to teleport. They hope for a blacklist system.

I'd rather actually add a way of adding individual users to a home/warp than a blacklist system, so I'm probably going to decline this request.
