Certain potion effects fail to sync due to ID mismatch

This affects specific potion effects such as haste, mining fatigue.
The route cause is described here https://hub.spigotmc.org/jira/browse/SPIGOT-7674. Spigot uses FieldRenamer for forwards compat. Loading HuskSync as a Paper plugin this rename step seems to be skipped, causing the API to return effect IDs that are invalid
