Combine Existing & Proposed into one table, using “sumif” functions to total by each type.

I merged the two Urban BMP tabs with bae7734.

Barry merged the two Ag BMP tabs with b39e076.

Given that Urban and Ag BMPs are quite different in their application, this is sufficient for now.
