Port this module and any other modules it is using.

This file may actually being doing more than we need it to. We should target routines that will write "Annual Summary Files". Let's start this issue off with the smallest reasonable amount of data to return so we don't do work we don't need to. This will obviously not be the CSV output, but we should construct json and have that as the return value for the run function.
