Add Dependabot to keep our dependencies up to date

It would be useful to update dependencies as new versions are released, and release new versions of WDTK regularly ourselves. This would make our users' life easier by letting them choose the version of WDTK which fits well in their classpath depending on other dependencies. It's also useful to avoid security vulnerabilities.
