Libssl error.

After making a new launcher on Linux (Fedora), getting this error when I try to launch games:
/home/hael/Tools/retroarch/retroarch: error while loading shared libraries: libssl.so.3: cannot open shared object file: No such file or directory
I'm running OpenSSL 3.0.5, I'm seeing usr/lib64/libssl.so.3 - anything special I need to do? Cursory Googling has just rendered me situations where people don't have OpenSSL installed or have directories that need links and don't appear to be relevant.
Thanks if you can point me in the right direction.
Solved. It was something about the Flatpak version of Kodi even using Flatseal to open it up (even tried switching to beta/nightly channels.)
Switched over to Fedora's Kodi and it's working like a dream.
