That is, priority 0 script may no longer be in use. I think if GPO then sets itself up as priority 1 when 0 is no longer used, 1 is not executed.
- determine if this is the case for sure
- figure out how to determine startup scripts are old/no longer in use
- figure out how to gracefully remove old startup scripts if possible
- alert on if old startup scripts and can't/shouldn't remove
