Just to make everyone having issues with Likes aware; Facebook have "restricted access" to this functionality, it is no longer available via the API.
This is confirmed in a bug report https://developers.facebook.com/bugs/1754734484744033/ but documentation is now outdated and documentation has been updated:
Note: as of Nov 17, 2016 we changed the behavior of publishing likes and only support this action with Page Access Tokens.
