[Suggestion] Display the preparation time of the consumables

Is your feature request related to a problem? Please describe.

• The Submarine Surveillance consumable is not available at the start of the battle and becomes ready only when "preparation time" ends.
  Currently, the ship builder does not show this value.

Describe the solution you'd like

• Display the preparation time on the consumable tooltip, just like cooldown and action time.
