Overhaul the DEIB statement on w.org

Currently, there is no DEIB statement on first level on wordpress.org

There is an outdated version about diversity, equity and inclusion on make.wordpress.org https://make.wordpress.org/handbook/diversity-equity-and-inclusion-in-wordpress/

Goal: Having a solid DEIB statement for the project on same level as the accessibility statement https://wordpress.org/about/accessibility/

During the CloudFest Hackathon, we started drafting a repository for the contributor handbook to build on workflows and structure https://github.com/os-deib/contributor-handbook

Asked on Slack/github-teams-collab to transfer the contributor-handbook repo from the OS-DEIB GitHub org over to the WordPress org. @leogopal is assessing ways to transfer the repo without losing the contributor history.

Ideally a DEI.md file in every repo under the WordPress org on GitHub would align with the proposed global DEIB statement on wordpress.org/about/deib
