Retire the tsv_to_postgres_loader_overwrite DAG

Benefit
Based on this comment, we can move the tsv_to_postgres_loader_overwrite DAG to the retired folder! This will likely simplify a few things, since the TSV loader DAG now no longer needs to be a generator function.

Relates to WordPress/openverse#1693
