Experienced PHP developers outside the WordPress bubble rarely develop interest in it because of its ancient requirements. Using modern standards would make WordPress more attractive to those developers and also cause the number of developers leaving the project to decrease.

For site-owners, this doesn't have an immediate benefit, but a higher number of experienced developers means a higher number of quality plugins that fulfills the site owners' needs.
