Update designs for Login and Submit Confirmation pages

Let's update the design for the Login and Confirmation pages so that the text is no longer on top of the dots.

Additionally, let's replace the orange dots with blue on the Login page. Here is the Figma reference for the updated designs. Note the little star under the text as well (currently missing on Login).

The thank-you page can be edited on the site, and then the same block structure can be copied for use in the patterns/log-in.php file.
