Incorportating RGs into IRG

The idea of making the Reviewer's Guides available through the IRG has been floated. I don't see it as an immediate need, and possibly not a need at all. However, it may be worthwhile to talk through how this could work.

The main thing I want to stress is that we would not want the RGs to be printed interleaved with a source text, as that could cause confusion in their use.
