fix InheritingResxLocalizationProvider -> implement new inherit interface

The InheritingResxLocalizationProvider is tested direct in the class LocalizeDictonary and in LocExtensions, but the rest of the classes should be not relay on specific implementations
this.

Should be solved through a new Interface that a LocalizationProvider can implenent and define which DProperties that effects DefaultAssembly or DefaultResource are marked as inherited
