Ship default config file

We need to ship a default config file so that things work better out of the box. Ideally it would also install in a user's home directory when there isn't one. I'm not sure the best way to do this yet.

We have a public xenon.config in /project,/project2 and /dali, which is automatically called by batchq now , so I think this is no longer a problem.
