Add delay for cleanup of the resources

Right now, the resources installed by omni are instantly cleanup upon an omni up or omni down if they are not used anymore by any work directory. We should add a delay so that resources stick around for a bit, as to avoid cleaning up resources that we might re-install right away or in a bit.
This should apply to:
