Struggling with payments and making a payment

I have a requirement for creating invoices and paying users using the xero-node package.

The invoices are seperate to the payments being made. As in, we create invoices to get paid by certain users, and then once we have been paid we need to pay another user.

I am struggling to find any documentation on this or how to do this with the xero-node pacakge. Other then referencing an invoice when creating a payment, but who we are paying does not have an invoice, we are just paying them.

Is this possible and if so could I be pointed in the direction of the docs or an example for this?
