how "test_map" in .prototxt works？

Hello, I'm not sure what test_map does in the prototxt file. When I compared the map, I found that I used test_jpeg_demo to verify 400 images, and compared the verification box with the real box to calculate the map. I used the same script to calculate the map. Here is my map data:

True means test_map=ture
F means with fastfintune

So how is it possible to exceed the map before quantification？
