Key repeat isn't enabled when using an empty config

I'm starting with a blank config file. When I use a config file with just output and binds, I don't have any key repeat.

If I add

      input {
          keyboard {
              xkb {
              }
          }

          mouse {
          }
      }

then key repeat works.

System Information

• niri version: niri stable 0.1.6

• Distro: NixOS 23.11

• GPU: RTX 4060

• CPU: Ryzen 5 3600X
