Running the installer on Windows 10 results in SmartScreen blocking the installer.
"Unknown publisher" strongly suggests that this is because the installer file isn't signed.
Use SignTool to sign the installer.
Most enterprise setups that allow installs of 3rd party software will still block installation from unsigned installers.
