Release 0.4 after scvi-tools 1.2 release

@martinkim0, the idea was to have velovi implemented in scvelo, i.e., users should install scvelo instead of this repo. It's also related to the changes you made to the README in #27.

Resolved in scverse/scvi-tools#2611. Btw the 0.4 release is just so that there is a deprecation warning printed out on import pointing to scvi-tools.
