Store precip rasters and drainage polygons in database

Precip rasters currently stored in local folders, but if they are stored in this database they can be used to display precip in online geospatial tools. Functions to retrieve HRDPS and HRDPA rasters at in WRBtools, these need adapting to store rasters in database. Also, basinPrecip will need to be adapted to use the database for parameters hrdpa_loc and hrdps_loc.
