Drainage polygons in database

Drainage polygons are currently stored in local folders, but should be stored in the local database to be used with Geomatics Yukon tools and with WRB tools that use drainage polygons for precipitation or other uses. Could be part of table locations, or in a new table.

Currently only have polygons for WSC locations, polygons for WRB locations would require a new function to calculate drainages (which could also be used for WSC locations without polygons).

Other statistics could also be incorporated, such as stream gradients, drainage area, basin elevation statistics...
