Theme not applying correctly

Describe the bug
- When following the documentation instructions, I am not able to get a working theme apart from the default. Everything else I've edited in my hugo.toml works, like the username. I am on 0.1.5 of this repo, and hugo v0.127.0+extended.

- Follow documentation instructions
Expected behavior
- The theme (scheme = Tender) works
