Add section on fees to Transaction wiki page
Bounty: 0.5 ZEC
Transparent wallets are encountering issues due to low fees
- ZIP-317 requires fees are proportional to ouputs
- Include fee for Transparent transactions
- Include information how to edit fees in Trust wallet + Coinomi
