Move Hydra Play Store listing to new account

After some digging, I have found who is owner on the Play Store account used to publish Hydra. This owner is a personal Google Account, which is not what we want. A plan to fix this someday is:

1. Contact the owner to let him know of our plans.
2. Create a new developer account (either with the existing dsa@student.ugent.be account or a new one) (as DSA, where I conveniently work)
3. Request that the app be transferred to this new account.
4. Request that the owner close the existing account (and perhaps refund us the $25 registration fee, which would make this whole plan free)
